Prepared in response to a request, from the U.S. Senate Appropriations Committee, for a description of the Agency's planned activities to combat global climate change. The Agency's strategies and programs are grounded in its post-cold-war mandate for sustainable development. These will promote implementation of energy efficient technologies, renewable energy facilities, and low-carbon energy systems; foster sound forestry and natural resources management; and implement advanced information technologies.

One of the four papers is "Climate Change, the Marginal Cost of CO₂ Emissions, and the Implications for CO₂ Emissions Adders." These adders are discussed terms of current use and are contrasted with results of four recent studies. According to recent research, damage-based adders for CO₂ are significantly lower than those based on control costs that are currently in regulatory use.
