Prepared in response to a request, from the U.S. Senate
Appropriations Committee, for a description of the Agency's
planned activities to combat global climate change. The Agency's
strategies and programs are grounded in its post-cold-war mandate
for sustainable development. These will promote implementation of
energy efficient technologies, renewable energy facilities, and
low-carbon energy systems; foster sound forestry and natural
resources management; and implement advanced information
technologies.

Cost of CO2 Emissions, and the Implications for CO2
Emissions Adders." These adders are discussed terms of
current use and are contrasted with results of four recent
studies. According to recent research, damage-based adders for CO2
are significantly lower than those based on control costs that
are currently in regulatory use.
