An extensive review analyzing why the world population has increased so
rapidly in recent years, what it will do in the future, and the expected
environmental and other impacts of the present dramatic increase. Regardless of
any changes in fertility rates, world population will at least double to 12
billion or more, before it stabilizes in the middle of the next century.
Contrasts the situation in the U.S. and in developing countries. Anticipated
changes in population loom large as the backdrop against which today's policy
choices are to be made.

patterns and climate change. Local environmental problems should have higher
priority than global environmental problems, but a tradeable emissions quota
system for greenhouse gases constitutes an efficient and socially just mechanism
for tackling both.
