"Drop In Ozone Killers Means Global Gain," R. Monastersky, Science News, p. 151, Mar. 9, 1996. Measurements from seven stations around the globe indicate that concentrations of chlorine and bromine compounds in the lower atmosphere have peaked recently and are on the decline. These results were presented in March at the annual meeting of NOAA's Climate Monitoring and Diagnostics Laboratory. However, some scientists question whether the reversal has occurred.

"U.S. Officials Urge Change in Air Act to Allow Use of Methyl Bromide After 2001," Intl. Environ. Rptr., pp. 86-87, Feb. 7, 1996. The Clinton Administration is seeking exemptions to the methyl bromide phaseout that would limit the competitiveness of U.S. agriculture and trade, until acceptable alternatives are available for those applications. Environmental groups accused the administration of caving in to political pressure from California and Florida, two major agricultural states.
