Access to scientific data is being threatened by ongoing U.N. treaty negotiations and related legislation in the U.S. Congress, according to an article in Eos: Trans. Amer. Geophys. Union (pp. 333, 336, Aug. 12, 1997). A recent National Research Council study concurs. (See Reports/General Interest & Policy, this Global Climate Change Digest issue--August 1997; also Chem. Eng. News, p. 8, Apr. 14.) Proposals for copyright protection could allow vendors to maintain a monopoly even on publicly funded research data.

In an essay published in the government press, the Chinese Academy of Meteorological Science forecasts that warming could bring benefits to China and other developing countries, and that it is one-sided to stress the harm to developing countries in the U.N. negotiations.
