IEA ministers meet: Measures to counter climate change were a major
topic at the May 23, 1997, meeting of the Governing Board of the International
Energy Agency in Paris, where a statement of the energy dimension of climate
change was released. (See REPORTS/ENERGY POLICY, this Global Climate Change
Digest issue--June 1997.) During the meeting, a top Chinese official and
energy ministers from the 24 member countries of the IEA agreed to a range of
measures to be taken in China relating to climate change and energy supply. (See

Japan missing target: While Japan prepares to host the next climate
convention meeting in December, it is forced to face the likelihood that it may
not meet previous commitments to reduce CO2 emissions. The country is expected
to launch several initiatives this year to avoid bad publicity, and its
environment agency has recommended carbon taxes and improved energy efficiency
to reduce its own emissions. (See New Scientist, p. 10, May 31, 1997;

UNEP compromise: A last-minute deal between opposing factions has
staved off a crisis that developed in February over how the U.N. Environment
Program is to be governed. (See Global Climate Change Digest NEWS, Mar.
1997.) A high-level committee will be established as a subsidiary organ of the
Governing Council, but will include more members (36) than originally proposed
(15-20), to accommodate more representatives from developing countries. (See
