The Third Conference of the Parties (COP-3) to the United Nations Framework Convention on Climate Change convenes in Kyoto, Japan, December 1-10, 1997. This major gathering of policymakers may be the most important international conference on the environment since the 1992 Earth Summit; it will certainly be a milepost on the road to an international climate policy.

The publishers of this Digest have organized a meeting in Washington Nov. 17-18 that should provide an opportunity for policy makers to review the latest scientific, economic and policy developments as they enter negotiations. As preparation for that meeting as well as for COP-3 itself, the following resources may be helpful.
