NEWS... Proposed U.S. Budget Highlights

The
proposed U.S. budget for FY 2000 was presented to the U.S. Congress on
Feb. 1, 1999, by the Clinton administration. It requests $4.1 billion for
efforts to curb the risks of climate change on human health and the
environment, including a call for increased funding of R&D in
energy-efficient technology and the use of renewable energy resources. The
proposed amounts represent a spending increase of 34% from last years
budget for climate- change-related activities. The climate-change package
includes tax incentives, new research funding, and grant moneys to help
communities reduce emissions and urban smog. Specifics components of the
program include:
- $200 million for a Clean Air Partnership Fund to support
state, local, and private efforts to reduce both greenhouse-gas
emissions and ground-level air pollutants;
- $1.4 billion for R&D on energy-efficient technologies and
renewable-energy programs, including a study of the role of forests and
farmlands as carbon sinks;
- Tax credits and incentives for individuals purchasing (1)
more-energy-efficient homes and equipment or (2) alternative fuel or
hybrid vehicles;
- $122 million to spur cleaner technologies for fossil-fuel-fired
power plants.
